Details:
* WHAT...Heavy mixed precipitation expected. Total snow and sleet
accumulations up to three inches and ice accumulations up to four
tenths of an inch.

* WHERE...Portions of southeast New Mexico and southwest and western
Texas.

* WHEN...From 11 AM MST /noon CST/ this morning to 11 AM MST /noon
CST/ Sunday.

* IMPACTS...Roads, and especially bridges and overpasses, will
likely become slick and hazardous. Significant ice accumulation on
power lines and tree limbs may cause widespread and long-lasting
power outages. Power outages and tree damage are likely due to the
ice. Travel could be nearly impossible. The hazardous conditions
could impact the Friday evening commute.

Information:
If you must travel, keep an extra flashlight, food, and water in
your vehicle in case of an emergency. In New Mexico, dial 511 or

Persons should delay all travel if possible. If travel is absolutely
necessary, drive with extreme caution and be prepared for sudden
changes in visibility. Leave plenty of room between you and the
motorist ahead of you, and allow extra time to reach your
destination. Avoid sudden braking or acceleration, and be especially
cautious on hills or when making turns. Make sure your car is
winterized and in good working order.

Persons should consider delaying all travel. If travel is absolutely
necessary, drive with extreme caution. Consider taking a winter
storm kit along with you, including such items as tire chains,
booster cables, flashlight, shovel, blankets and extra clothing.
Also take water, a first aid kit, and anything else that would help
you survive in case you become stranded.

Details:
* WHAT...For the Dense Fog Advisory, visibility less than a half
mile in dense fog. For the Extreme Cold Warning, dangerously cold
wind chills as low as 9 below expected.

* WHERE...Western low rolling plains, Borden, and Howard.

* WHEN...For the Dense Fog Advisory, until 1 PM CST this afternoon.
For the Extreme Cold Warning, from midnight tonight to noon CST
Monday.

* IMPACTS...Low visibility could make driving conditions hazardous.
The cold wind chills as low as 10 below zero could result in
hypothermia if precautions are not taken. Frostbite and
hypothermia will occur if unprotected skin is exposed to these
temperatures. An extended period of freezing temperatures could
cause ruptured water pipes.

Information:
If driving, slow down, use your headlights, and leave plenty of
distance ahead of you.

Remain indoors if possible. Cover all exposed skin and limit time
outside if you must go out. Dress in layers including a hat, face
mask, and gloves.

Cover outdoor faucets. To prevent water pipes from freezing wrap or
drain or allow them to drip slowly.

Bring pets indoors, or ensure that they have warm, dry shelter.

Make sure outdoor animals have a warm, dry shelter, food, and
unfrozen water.
